If, among other characteristica, you measure the quality of a wheel by the difference between the biggest and smallest radius (call it epsilon), a perfect wheel will have an epsilon = 0. Since such a wheel is impossible to exist, it is theoretical and therefore useless - ceasing to be perfect.
